Chief Development Officer

Mr. Baccus has 40+ years experience in the upstream, midstream and downstream sectors and a former marine.  He founded Flagship Resources in 2010 that invested in process technologies to manufacture ULSD, gasoline and high value specialty refined products, moved crude and finished products by pipeline, rail, truck and barge, engaged in energy trading and marketing and was one of the first companies to export ULSD by rail to Mexico. Currently, working on technologies to produce biomass and bio-waste to process raw materials for the production of renewable fuels.  Prior to Flagship, he was president of Taladro Resources that participated in upstream and midstream projects. 

Chief Commercial Officer

Mr. Fasullo has 46 years’ experience in the midstream, refining, and petrochemical sectors. Started his career as a process engineer designing ethylene plants with MW Kellogg. After receiving MBA, became a market and strategic consultant for Pace Consultants and Engineer.  Held various executive management positions with Valero Energy over 14-years (1983-1997), including Senior VP Corporate Development and played an integral role in its restructuring into a major independent R&M company.  Head of Corporate Development for MAPCO, Inc and was a key player in merging the company into The Williams Companies in 1998.  Co-founded in 1999, En*Vantage, Inc., an energy investment and advisory firm which performed market analysis and strategic consulting, including assessment of market trends, strategy development, and project evaluation.  Board member for American Midstream Partners from 2016-2019. A member of the Rice Engineering Alumni board from 2019 - 2022 and the Petrochemical Feedstock Association of Americas’ board from 1997-1998.

Mr. Sawchuk has extensive experience leading major petrochemical projects, negotiating feedstock contracts, product marketing, and asset optimization,  Founder & President of Petrochemical Strategies, a Houston based consulting firm providing executive expertise for NGL and petrochemical projects, litigation support, and joint ventures.  More than 25 years experience, including 16 years working in senior roles at BASF and BASF TOTAL Petrochemicals.  Recent Senior Advisory role to prospective buyer of a major international plastic pyrolysis operator.  Former President and board member of the Southwest Chemical Association.  Active board member for multiple local organizations including The Founders Club, Houston Marathon Foundation, and past board member and Vice Chair of the Houston Food Bank.
